Please pay attention to the term you use to refer your concern, veterans are generally very sensitive and superstitious about it, For the time being, a civilian can only be admitted via a veteran's reference. 普通老百姓如果很担心，可向你的退伍军人朋友或向退伍军人协会打听。但请注意谨慎选择词汇表达你的担心，退伍军人们普遍对某特定词汇很敏感也很忌讳。一段时间内普通老百姓只能通过退伍军人介绍就诊。目前有核心救治套组治疗费用五万美金，还有全部治疗但很贵。不是很清楚你如果人在美国领土以外是否可向美国驻当地领事馆查询，但听说有些可能可以。----2017年5月31日。
